Telecommunication Engineering Centre (TEC) Certification

Registration Services for Electronic & IT Products

The telecommunications industry has grown rapidly since the early 2000s, fueled by liberalization and technological progress. This sector manages global transmission of information across various media such as text, voice, audio, and video. It mainly includes three segments — telecom equipment, telecom services, and wireless communication.

Telecommunications originated in the 1830s with the invention of the Telegraph. Since then, technology evolution has transformed the industry. To support this growth, India established the Telecommunication Engineering Centre (TEC) in 1991. TEC is entrusted with creating and implementing standards for telecom infrastructure, ensuring high-quality networks and smooth interoperability among communication systems.

Companies dealing in telecom equipment must obtain TEC certification before importing, manufacturing, or selling such equipment in India. The certificate is issued after the equipment passes testing under the Mandatory Testing and Certification of Telecom Equipment (MTCTE) scheme. Once registered, each product receives a unique identification number, which can be displayed to demonstrate compliance and credibility.

What is TEC Approval?

TEC approval refers to certification issued by the Telecommunication Engineering Centre — an entity supporting the Department of Telecommunications (DoT) in setting and enforcing policies for safe technology adoption. TEC defines several quality specifications for telecom equipment, including:
• Generic Requirements (GRs)
• Interface Requirements (IRs)
• Service Requirements (SRs)

Products Covered Under BIS CRS

More than 70+ categories of electronic and IT products are currently regulated under the Compulsory Registration Scheme. These include:

Consumer electronics

Smart devices

IT peripherals

Batteries & chargers

LED lighting

Power systems

Any new additions to this list are published periodically by MeitY and BIS to ensure continued consumer protection.

Types of Voluntary TEC Certifications

TEC offers multiple certification categories based on product nature and technical norms:

Type Approval

Ensures telecom products meet TEC’s Test Schedule & Test Procedure (TSTP) aligned with Generic Requirements. Tests are performed at OEM sites or accredited labs. Reports from internationally recognized laboratories (ILAC signatories) are accepted.

Interface Approval

Validates compliance with Interface Requirements. Testing can happen at OEM facilities or accredited labs, and reports from ILAC-accredited labs may also be accepted. Some sectoral and licensing conditions may require this approval.

Certificate of Approval (CoA)

Granted when no GR or IR exists for a product. Certification follows testing based on manufacturer specifications, including lab reports from accredited test bodies.

Technology Approval

Issued for prototypes developed by R&D bodies such as C-DoT. Testing is performed as per TEC standards and may be carried out on-site or in labs, with accredited reports accepted.

Mandatory Testing & Certification (MTCTE)

Under amendments to the Indian Telegraph Rules (2017), every telecom device must be tested and certified before use, sale, or import in India.TEC issues certificates based on results from authorized Indian labs confirming compliance with Essential Requirements (ER).
The MTCTE framework categorizes products in different implementation phases. Each phase specifies which products require compulsory certification.

Frequently Asked Questions (FAQs) – TEC Certification India

TEC (Telecommunication Engineering Centre) is a regulatory authority under the Department of Telecommunications, Government of India.
It is responsible for developing technical standards, specifications, and guidelines to ensure safety, performance, and interoperability of telecom equipment used across India.

TEC certification validates quality, safety, and compliance of telecom products.
Key benefits include:
✔ Assurance of safe usage for end consumers
✔ Compliance with Indian telecom standards
✔ Improved credibility and acceptance in the Indian market

BoM (Bill of Material) is a mandatory document listing all major components/modules used in your telecom product.
If an applicant is certifying multiple product models, the BoM must include hardware and module details for every model submitted.

CAB (Conformance Assessment Body) refers to TEC-designated accredited testing labs responsible for evaluating telecom equipment against the defined Essential Requirements (ER).

The objective of TEC Mandatory Testing & Certification is to:
✔ Protect user safety
✔ Ensure telecom products perform reliably in existing networks
✔ Regulate radio frequency emissions and ensure they remain within permitted limits

TEC Certification is a government-mandated compliance requirement for manufacturers, importers, and sellers of telecom equipment in India.
The certificate is issued by the Telecommunication Engineering Centre (TEC) under the Ministry of Communications.

A TEC certificate number is a unique identification code issued after approval.
It is often marked on the product or documents to help buyers, businesses, and authorities verify compliance.

TEC certification fee varies depending on factors like:
✔ Product category
✔ Testing scope
