Since the days of British India, explosive safety has been a regulated discipline. What began in the 1890s as the Department of Explosives has evolved into today’s authoritative Petroleum and Explosives Safety Organization (PESO) — India’s central regulatory body entrusted with governing hazardous substances.
Over time, flammable materials such as petroleum, LNG, CNG, LPG, compressed gases and explosives have become integral to industrial progress. However, they also bring extreme risks — toxicity, flammability, oxidization, corrosiveness and explosion potential.
A single spark, leakage or mishandling incident can trigger large-scale disasters — which is why PESO functions as India’s frontline guardian of explosive safety.
Today, PESO has earned its reputation as the top national authority regulating safe manufacturing, storage, transportation, handling and usage of hazardous materials across multiple industries — from oil refineries and pipelines to gas cylinders, flame-proof equipment, ammonium nitrate units, pressure vessels and explosive handling operations.
What is PESO Certification?
PESO Certification is mandatory for:
- Products used in the oil & gas sector
- Equipment exposed to explosive or corrosive atmospheres
- Pressure vessels, gas cylinders, petroleum installations and flammable material handling equipment
From manufacturing and domestic sales to import, export, storage, dispensing and transportation, PESO regulates every stage to ensure public safety.
Headquartered in Nagpur, Maharashtra, PESO governs compliance nationwide, including oversight of petrol pumps, CNG stations, explosive materials, petroleum depots, LPG installations and industrial gas systems.
Who Needs PESO Certification?
Petroleum storage or processing
Compressed and liquified gas cylinders
Explosives & ammonium nitrate
Fabrication and pressure vessel manufacturing
Degassing & purging operations
Gas cylinder testing stations
SMPV (Static & Mobile Pressure Vessels for flammable gases)
Any company involved in the design, installation, testing, transportation or handling of hazardous pressurized materials falls under PESO jurisdiction.
Understanding SMPV (U) Rules for PESO Certification
The Static & Mobile Pressure Vessels (Unfired) Rules, 1981 — Key Requirements
Design Approval Requirement
All vessel designs, drawings, technical specs and fabrication codes must be approved by the Chief Controller (PESO) before manufacturing, installation or transportation.
No-Objection Certificate Requirement
District authorities must issue NOC or refusal with justification within 60 days.
General Exemptions
Processing plant vessels are exempt only if:
✔ Gas is stored for in-plant operations
✔ Storage capacity allows feeding operations up to 16 hours
Restrictions on Manufacturing, Import & Filling
No cylinder or vessel may be fabricated or filled without PESO approval
- Imports require PESO clearance
- Vessel fabrication must follow prescribed standards
Restrictions on Delivery & Dispatch
Compressed gas cannot be issued except to:
✔ Licensed storage operators
✔ Railways
✔ Port authorities
Quantity dispatched must not exceed authorized storage capacity.
Employment Restrictions
No one under 18 years or intoxicated may work in hazardous areas.
Hazard Area Safety Rules
Smoking, open flames and ignition sources are strictly prohibited.
Trained Personnel Mandate
Operators must be trained and technically competent in hazardous material handling.
Handling Empty Gas Vessels
Toxic or flammable empty vessels must remain sealed until cleaned and gas-freed.
Mandatory Inspection of Modifications
Any alteration to machinery or vessel requires PESO inspection and approval.
Recognition of Competent Persons Under SMPV (U) Rules
- Test safety relief valves (Rule 18)
- Conduct periodic vessel inspections (Rule 19)
- Issue safety certificates for installations (Rule 33)
Eligibility & Assessment Process
Applicants must submit:
- Engineering qualification (Mechanical, Chemical, Marine, Metallurgy etc.)
- Passport photos
- Signature specimen
- Application fees
Qualified candidates appear before the PESO Competency Interview Board, which meets:
📌 January
📌 April
📌 July
📌 October
Assessment covers:
- Design & fabrication knowledge
- QA/QC experience

Scrutiny Stage
License for Authorized Indian Representative (AIR)
PESO Certification Issuance
Factory Audit (where required)
Post-approval, imports are permitted. In absence of ATEX/IECEx reports, Indian testing is required.
Requirements for BIS CRS Registration
- Register products covered under CRS before market launch
- Ensure compliance with Indian Standards (IS Specification)
- Declare conformity via Self-Declaration Format (SDoC)
- Maintain adequate testing and manufacturing infrastructure
This self-declaration forms the basis of BIS issuing the licence.
Documents Required for PESO Certification
