What is FSSAI?
Types of FSSAI License / Registration
FSSAI issues three types of licenses depending on business scale and turnover:
1. FSSAI Basic Registration
• Issued by the State Government • Applicable for petty food businesses with turnover below ₹12 lakhs • Validity: 1 to 5 years • Approximate processing time: 7 days Ideal for: small retailers, hawkers, homemade food businesses, small storage or transport units.
2. FSSAI State License
•Issued by the State Government •For businesses operating within one state with turnover above ₹12 lakhs •Validity: 1 to 5 years •Processing time: 15–30 days Applies to: medium-sized manufacturers, traders, warehouses, transporters, marketers, etc.
3. FSSAI Central License
•Issued by the Central Government •For businesses operating in multiple states with turnover above ₹20 crores •Validity: 1 to 5 years •Processing time: 30–60 days Typically required for importers/exporters, large chains, global brands, government units, or food aggregators.

Design Approval Requirement
All vessel designs, drawings, technical specs and fabrication codes must be approved by the Chief Controller (PESO) before manufacturing, installation or transportation.
No-Objection Certificate Requirement
District authorities must issue NOC or refusal with justification within 60 days.
General Exemptions
Processing plant vessels are exempt only if:
✔ Gas is stored for in-plant operations
✔ Storage capacity allows feeding operations up to 16 hours
Restrictions on Manufacturing, Import & Filling
No cylinder or vessel may be fabricated or filled without PESO approval
- Imports require PESO clearance
- Vessel fabrication must follow prescribed standards
Restrictions on Delivery & Dispatch
Compressed gas cannot be issued except to:
✔ Licensed storage operators
✔ Railways
✔ Port authorities
Quantity dispatched must not exceed authorized storage capacity.
Employment Restrictions
No one under 18 years or intoxicated may work in hazardous areas.
Hazard Area Safety Rules
Smoking, open flames and ignition sources are strictly prohibited.
Trained Personnel Mandate
Operators must be trained and technically competent in hazardous material handling.
Handling Empty Gas Vessels
Toxic or flammable empty vessels must remain sealed until cleaned and gas-freed.
Mandatory Inspection of Modifications
Any alteration to machinery or vessel requires PESO inspection and approval.
Recognition of Competent Persons Under SMPV (U) Rules
- Test safety relief valves (Rule 18)
- Conduct periodic vessel inspections (Rule 19)
- Issue safety certificates for installations (Rule 33)
